Churchill County commissioners on Jan. 15 adopted an ordinance amending water dedication requirements and approved two requests for proposals during a regular meeting.

Commissioners held the second public meeting regarding Bill 2024-E, Ordinance 71 and then approved its adoption. The amendment to Titles 13 and 16 of the Churchill County Code consolidates water dedication requirements, clarifies water dedication requirements for all land development, sets payment-in-lieu of dedication requirements for all land development and designates permissible uses for those payments.

Deputy District Attorney Joseph Sanford said the main purpose of this ordinance is “to make the county more nimble and able to interact with developers to create payments-in-lieu of water.”

Commissioners also discussed and/or took action on the following agenda items:

• Authorized Senior Civil Deputy District Attorney Jeff Weed to post a request for proposals from local physicians and other qualified health care professionals for a Health Authority position to provide outpatient medical care and distribute medications in the Churchill County Jail and the Juvenile Detention facilities.

• Authorized Sanford to post a request for proposals seeking economic development submissions for property at 2255 Casey Road.

Sanford said that, in preparation for the proposals, the county purchased the property in 2023 and cleared out several defunct mobile homes. The current preference is for a hotel or motel contractor to develop the property which is within close proximity to Walmart and has an additional 14 acres available for purchase behind it. Any type of economic development submission that benefits the community, however, will be evaluated.

• Authorized a letter of support for applications filed by APX Minerals, Inc. to the Nevada Division of Water Resources to appropriate water from underground and surface sources located in Churchill County.

Sanford said the company’s intention is to search for sources of lithium deposits and other similar resources which, if found, could economically benefit Churchill and Lyon counties. The applications have been reviewed by the county’s water engineer who had no objections to the proposal.

• Heard an update of Bureau of Land Management Carson City District’s current activities, plans and actions from Acting Stillwater Field Manager Kathryn Dyer.

Prior to the meeting, the commissioners conducted departmental tours of the University of Nevada Cooperative Extension, Parks and Recreation, cemetery, 3C Complex, Public Works, water and wastewater facilities and county properties.
