City scrutinizes another liquor license

Owners of a bar in South Carson City may lose their liquor license, after one of them allegedly shot at a customer in February.

A hearing before Carson City's Liquor and Entertainment Board is being requested May 18.

Talea Morgan, co-owner of T's Tavern, 3679 S. Carson St., is charged with gross misdemeanor discharging a firearm at a person in the Feb. 6 incident in which she allegedly shot a .45 cal. handgun numerous times at a patron.

No one was injured. She is scheduled to appear in court in June.

Morgan "exhibited recklessness and lack of concern, not only for her customers and employees, but for the adjacent business owners as well," according to a report filed by the Sheriff's Department.

And in a sting earlier this month, T's Tavern was one of five businesses where an employee was cited for serving alcohol to a minor.

This request for a liquor license investigation comes only weeks after the license for Fairl's Country Saloon was revoked.

The two situations are different, however, said Al Kramer, the city's treasurer, who oversees these types of investigations.

Situations that can prompt these types of investigations include criminal activity, serving liquor to minors and "a preponderance of drunken-driving arrests or high-alcohol-level arrests," Kramer said.

The problems at Fairl's were numerous and unfolded during a long period. T's Tavern, however, hasn't been subject to a similarly lengthy list of problems, he said.

Fairl's was cited four times for serving alcohol to minors, and police were called to the east Carson saloon 138 times, said investigators and the district attorney's office in connection with Fairl's license hearing.

Though there are differences in these two cases, conducting the investigations and asking for the hearings "is part of the impartiality that government shows," Kramer said.

The Liquor and Entertainment Board consists of the Carson City Board of Supervisors and Sheriff Kenny Furlong.

In addition to the Liquor and Entertainment Board hearing, the supervisors will consider approving an ordinance that provides directions to apartment owners on how they can convert their properties to salable condominiums. The vacancy rate governing the conversions would be 3.25 percent - any lower amount would prohibit a conversion unless it is approved by at least 70 percent of tenants.
