City Planning Commission will conduct
public hearings on Wednesday, August 25,
2021, regarding the items noted below.
The meeting will commence at 5:00 PM.

MPA-2021-0257 For Possible Action:
Discussion and possible action regarding
a Master Plan Amendment to amend the
Master Plan designation from Industrial to
Low Density Residential, for a 1-acre parcel
located at 1449 S. Sutro Terrace, APN 008-
683-0. (Heather Ferris, hferris@carson.org)
Summary: The proposed amendment
would designate the property Low Density
Residential consistent with the existing
on-site single family residential use and
properties located to the west. The Board
of Supervisors is authorized to amend the
Master Plan. The Planning Commission
makes a recommendation to the Board.
ZA-2021-0256 For Possible Action:
Discussion and possible action regarding
a Zoning Map Amendment to change the
zoning from Limited Industrial (LI) to Single
Family 1 acre (SF1A), for a 1-acre parcel
located at 1449 S. Sutro Terrace APN 008-
683-01. (Heather Ferris, hferris@carson.org)
Summary: The proposed amendment would
rezone the property to be consistent with
the existing on-site single family residential
use. Additionally, the proposed SF1A zoning
is consistent with the current zoning and
use of properties to the west. The Board
of Supervisors is authorized to amend the
zoning map. The Planning Commission
makes a recommendation to the Board.
LU-2021-0214 For Possible Action:
Discussion and possible action regarding a
Special Use Permit for alternative compliance
to the Downtown Mixed Use Standards for a
property zoned Downtown Mixed Use (DTMU)
and located at 217 South Curry Street,
APN 003-112-04. (Hope Sullivan, hsullivan@
carson.org)
Summary: The subject property is known
as Mercury Cleaners and has historically
been a dry cleaning business. Through an
agreement with the Nevada Department
of Environmental Protection (NDEP), the
property owner proposes to remove a
majority of the building to accommodate
groundwater clean-up operations. As the
property is zoned DT-MU, it is subject to
the design standards in Division 6 of the
Development Standards. As an alternative
to meeting those standards, the applicant
proposed to erect a large decorative banner
along the Curry Street frontage to create
aesthetic interest and to screen the work
site. The Planning Commission is authorized
to approve a Special Use Permit to allow
for alternative compliance with the DT-MU
standards.
ZA-2021-0284 For Possible Action:
Discussion and possible action regarding
a proposed amendment to Carson
City Municipal Code Title 18 Appendix
Development Standards, Section 1.20
Medical Marijuana Establishments and
Marijuana Establishments to modify the
standards associated with Medical Marijuana
Dispensaries and Retail Marijuana Stores.

Summary: Senate Bill (SB) 168 was enacted
by the Nevada Legislature during the 81st
(2021) Session and signed into law by the
Governor on May 27, 2021. SB 168, among
other things, establishes provisions governing
“curbside pickup” of cannabis by cannabis
sales facilities. The proposed amendment
will create supplemental standards for
marijuana dispensaries relative to restrictions
on signage, security measures, and the
location of “curbside pickup.”
